Nodeon participates in the planning of Raisio Tunnel

Nodeon brings solid design expertise and in-depth experience of tunnel environments to the Raisio Tunnel project. This significant national infrastructure initiative is a step toward developing better living environments.

The Turku Ring Road passes through the busy urban area of Raisio city center. Current traffic arrangements cause congestion, safety risks, emissions, and noise, while also hindering the development of the city center. The E18 Raisio city center improvement project aims to address these challenges.

The project’s goal is to develop traffic arrangements that meet the requirements of the European TEN-T core network while improving traffic flow, safety, and the living environment for local residents. At the same time, conditions for walking and cycling, city center land use, and smoother traffic to the ports of Turku and Naantali will be enhanced.

Challenges related to traffic flow and safety will be addressed by partially moving traffic underground. At the Raisio city center, a roughly 450-meter-long, twin-tube concrete road tunnel will be constructed.

Nodeon brings tunnel engineering expertise to the alliance project

Nodeon was involved in the project’s earlier design phase around five years ago. In 2025, the project progressed into an alliance model, with the development phase beginning in July. The alliance partners are Destia Oy, WSP Finland Oy, the Finnish Transport Infrastructure Agency (Väylävirasto), the City of Raisio, and Fintraffic Tie Oy. The project’s client and developer is the Finnish Transport Infrastructure Agency.

Nodeon is responsible for the tunnel’s electrical, automation, lighting, and telecommunications design, as well as the design and integration of safety and control systems. Tunnels are Nodeon’s core expertise; our specialists have participated in nearly all of Finland’s tunnel projects involving technical systems, and the majority of these systems are maintained by Nodeon.

The project’s development phase will continue until May 2026, after which the main construction phase will begin. The project is scheduled for completion in 2029.
